Napa County Measure C would strengthen protections for oak woodland and water resources against development. Proponents say that the measure is critical to preventing deforestation, protecting watersheds and curbing over-development. Opponents argue that the legislation is too vague, not based on evidence and will hurt Napa’s agricultural community.
